George Westinghouse, inventor of the compressed-air railroad brake, became interested in natural gas and decided to drill. He selected, of all places, his backyard and, lo and behold, he struck natural gas as one might expect for the rich to get richer. Europe’s largest wind developer is infusing US$ 200 million for the construction of 80 megawatt wind farm project in Pagudpud, Ilocos Norte.

Troels Carstensen, managing director and country manager of UPC Renewables, a subsidiary of UPC Asia, acknowledged that the 80 MW project is only the first phase of their plan, adding that they are looking at building an even bigger wind farm in the country in the future.

“We had concluded to concentrate on the first 80 MW. Everybody is eager to test the law. One thing is to see that the law is in place, the other is we want to test it as we go along and see whether all incentives being stipulated in the law is making good for our project,” Carstensen said, referring to the recently passed Renewable Energy law.

According to him, UPC Renewables has a “portfolio of development projects but they will mature a little later.”

“I’m not at liberty to talk about those sites yet due to competition purposes. But we are working on those sites,” he said.

The company is just finalizing budget for the wind project. However, they expect to obtain around 70 percent of the total project cost while the rest or 30 percent will be raised through equity.

“It will be through project finance. We have had several conferences with Development Bank of the Philippines and Land Bank of the Philippines as well as PhilExim for guarantee purposes. That’s part of our considerations,” Carstensen said.

Likewise, Carstensen said they are talking with three companies that will supply the wind turbines.

“We will reach financial closure by the end of this year, which means that we will start implementation next year. Then, there’s 18 months construction period which we shall start implementation by first quarter of 2010,” he said.
